Following the attacks of September 11, 2001, President George W. Bush declared a war on terror, to be conducted anywhere in the world that terrorists might plot against the land, citizens, or interests of the United States. Domestically, it reorganized a number of government agencies into the Department of Homeland Security, to protect Americans on their own soil.
